Appendix 1 - Terms of reference

The Digital Radio Advisory Committee (DRAC) is to advise the Government on issues relevant to the introduction of digital radio broadcasting (DRB).

The committee in providing advice to Government will give particular attention to:

  • the appropriate operating system or systems for DRB, having regard to Eureka 147 technology and the US in-band approach, as well as satellite options;
  • spectrum planning and allocation, including consideration of usage requirements of the L-band following input from the Australian Broadcasting Authority and Spectrum Management Agency studies;
  • licensing, including carriage and content provision, licence allocation, coverage areas, and limits on ownership and control;
  • provision for incumbent broadcasters, narrowcasters and subscription service providers;
  • content, including Australian program requirements, add-on services and experimentation and innovation in radio broadcasting;
  • consideration of social justice and consumer needs, including listener access to DRB, particularly in regional and remote areas;
  • benefits and costs associated with the introduction and development of DRB;
  • opportunities for involvement of the Australian manufacturing sector;
  • transitional arrangements from current analog transmissions to DRB services, taking account of the likely structural development of the broadcasting sector (including narrowcasting) over time; and
  • timing of the introduction of DRB.
