In 2003-04 14 new telecommunications carrier licences were issued.
The Minister issued a Declaration in August 2004 exempting all carriers with less than 1% market share from the requirement to maintain a current IDP and to report annually on industry development activities.
Eight carriers submitted reports on IDP activities during 2003-04. This includes the four largest carriers, comprising over 95% of the telecommunications carrier market.
For 2003-04, carriers reported the following in relation to their industry development plans:
$3.9 billion of capital investment in network facilities was spent during 2003-04, bringing the total in the seven years since the current IDP provisions commenced in July 1997 to $44.0 billion.
$180 million was spent on research and development activities during 2003-04 , bringing the total over the past seven years to $2.4 billion.
The carriers reported $14.8 million in export activities during the year. These exports were mostly undertaken by the carriers' strategic partners as a result of their relationships with the carriers. The total reported value of exports over seven years is $1.3 billion.
Reported employment by the carriers at 30 June 2004 totalled 48,010 .
Reported training expenditure by the carriers in 2003-04 amounted to $53.7 million, giving a total over seven years of $1.0 billion.
Some carriers reported that they are researching and developing products specifically to assist people with a disability to access telecommunications services.
