HiBIS was a $157.8 million initiative of the Australian Government providing registered Internet service providers with incentive payments to supply higher bandwidth services in regional, rural and remote areas at prices comparable to those available in metropolitan areas. HiBIS was part of the Australian Government's contribution to the National Broadband Strategy and was the Government's response to recommendation 6.3 of the report of the
Regional Telecommunications Inquiry (RTI) -

The new $878 million Broadband Connect program commenced on 1 January 2006 and builds on the success of HiBIS which ended on 31 December 2005.
