The projects funded in Round 4 cover a range of regional and national initiativies. Many of the projects have a specific focus on small to medium enterprises (SMEs).
National Tourism Data Warehouse
Development of a National Tourism Data Warehouse, searchable by various categories without limitations of geographical state boundaries, to be distributed via the Internet to expand the reach and increase efficiency of Australia's global marketing.

SuperEC Programme
The SuperEC Programme is an initiative of the superannuation industry that aims to deliver industry-wide cost reductions and efficiency gains by promoting industry message standards for electronic commerce. This programme will create the standards, relationships and processes for the automated exchange of superannuation information across all industry stakeholders.

Australian Electronic Trading Network
The Australian Electronic Trading Network project will enable 200 Australian businesses to trade electronically through the use of a secure trading network, utilising digital certificates and an on-line trading opportunity system to identify potential companies to trade. The project will enhance business-to-business trade between Australian companies, as well as providing Australian organisations with access to a large on-line database of international companies to trade.

Anglicare Australia National IT Network
To pilot new approaches to national contracting of services through the use of the internet to enable national programming and service development. Through use of the internet key Anglicare agencies will be linked to develop greater consistency in the quality and delivery of services in counselling, family support programs and in emergency assistance. Anglicare is working to develop a national approach to service delivery and a national relationship with Government. Such an approach will ensure the quality of services across Australia and increase the efficiency of Government funding for social services.
Anglicare Australia is negotiating with the Department of Family and Community Services to undertake a pilot national funding scheme. Consistency of approach and quality in service delivery is important in view of the increasing movement of people between States in search of work or for other family reasons. A national approach will also address service delivery issues associated with being an isolated service in a non-metropolitan centre.

The Community Sector On-line Phase II Project
The Project will raise operational capability and improve organisational efficiency across the entire community welfare sector. The project aims to:
- increase by 20% the number of community welfare sector /COSS member organisations with a presence on the Internet;
- increase efficiency in key administrative and research tasks by 5% (measured in staff time);
transfer up to 25% of revenue-generating activity to the Internet within two years; and
and to cut by one-third the time taken to reach sector-wide policy agreements.
It will provide a flexible infrastructure framework (a suite of shared and "off-the-peg" sites with built-in functionality including e-commerce, self-publishing and discussion for a) as a shared resource open to members of the sector with varying degrees of technical capacity.

My South West
"My South West" is a highly innovative online portal project being developed and coordinated by the South West Internet Committee of the Bunbury Chamber of Commerce and Industries (Inc.). The Committee provides a collaborative approach involving businesses, government and community. The portal aims to accelerate business to business use of on-line technology by encouraging high regional use of the portal.

Livestock Exchange Online
The general aim of this project is to maximise the benefits derived from the new National Livestock Identification Scheme (NLIS), which requires the processing of all cattle individually within a quality assured process, and to significantly increase the efficiencies of the livestock exchange process. The ITOL Grant will accelerate the adoption of three new, innovative online business models to non-traditional e-commerce users: the livestock industry.
The specific outcome of the project will be the establishment of a simulcast livestock auction platform on the Internet for the sale of cattle from the Victorian Livestock Exchange at Pakenham, Victoria. This will:
- allow off-site buyers to view a digital photo image of the animal at the livestock exchange, together with all other relevant information of the lot being auctioned, and then bid electronically against other buyers, both off-site on the Internet and at the livestock exchange;
- provide an independent financial transaction system that will deliver cleared funds to the vendors' agent (who currently underwrite the transaction) at the point of sale; and,
- provide a system through which the vendor can receive slaughter statistics from the processor.
To be called www.vle.com.au , the Internet auction platform will provide an effective and efficient medium for buyers from remote locations to participate in the sale, without the need to send representation and be exposed to the risk that the stock being offered might not satisfy their requirements.

MarketBoomers
The Queensland Hotels Association is to form a consortium with MarketBoomers and several other Brisbane based hospitality industry members to establish a leading edge online trading community for QHA members and their suppliers. The project will involve the use of MarketBoomers' unique dynamic trading software and the development and application of training and promotion to ensure rapid adoption.

Thoroughbred Transaction Exchange
TABR in conjunction with industry partners Bloodstock Computer Services Pty Ltd and Freyer Bloodstock will establish an e-commerce Thoroughbred Transaction Exchange (TTE). The TTE will be a service to all thoroughbred horse breeders in Australia and New Zealand and will assist in the promotion of this industry worldwide via the Internet. The key components of the TTE include:

- Industry Index
- Thoroughbred Database
TABR has engaged industry partners in a forum of cooperation with the sharing of industry information, know-how and resources to develop a platform for the benefit of the thoroughbred industry in Australia and its international standing.

"Transport Hub" - Electronic Messaging Service
The "Transport Hub" project is primarily targeted on the needs of the SME transport and supply sector. "Transport Hub" will deliver an Internet centric, 'open' trading community service that will allow SME's to actively participate in electronic supply-chain messaging. The integration of automated freight bookings within the procurement process promises significant productivity improvements, across the whole retail supply chain.

Water Industry Alliance Electronic Portal
To develop an Electronic Portal that enables Water Industry Alliance members to collaborate and form business clusters using a more readily accessible, flexible and timely communication medium. The Portal will be the focal point for reviewing business opportunities, and translating these opportunities into viable commercial ventures. It is seen as a critical tool if the Alliance is to achieve its goals to strengthen Water Industry opportunities both in Australia and internationally.

Yamba Online
To create a portal Website site for the Yamba District Chamber of Commerce which will support all local businesses. And, establish a local value added Internet Service Provider to provide local businesses with access to a range of Online services as well as provide training which will facilitate the uptake of e-commerce by businesses in the Yamba area.

Beef industry web site for sourcing more profitable sires for specified production systems and markets
This project will develop a beef industry web site that encompasses listing of bulls and semen that are for sale (initially nationally), the ability to describe and rank these and other bulls for profitability for the production purpose and for the market intended for progeny, and ready access to all industry genetic evaluation details available for each bull.

Commercial Furniture Industry Association Internet Portal and Online Development Strategy
The project will create an industry portal and also ensure the effective use and leverage of this portal for the overall benefit of the industry and member companies. The first phase will create an interactive Internet portal for the Commercial Furniture Industry Association of Australia (CFIAA) that is intended to increase national and international trade and export opportunities for the association's 180 members, as well as provide a vehicle for distribution for suppliers to the industry. Additionally, the portal will provide an electronically mediated "business to business" tool that significantly increases the value delivered to the participating industry members.
Subsequent phases will develop the "business to business" e-commerce skills, processes and knowledge of 10 member organisations so that they can utilise online technology effectively to reduce costs and increase productivity.

SMe-commerce: Preparing SMEs for e-commerce
The project will result in a web-delivered advisory package to assist SMEs to e-commerce issues which must be addressed to match the business practices of major corporations in the digital economy.
The Customised Web Adviser (Web.adviser) will identify and explain the commercial & legal issues faced by SMEs preparing to establish or upgrade their electronic interface with their business stakeholders - suppliers, agents and customers. The interactive plain English advice will cover preliminary, preparation, implementation and maintenance stages in the areas of strategic planning, design, software engineering, marketing and promotional, legal issues and risks.

Ipswich Business Online
"Ipswich Business Online" is a regional economic development project that aims to establish a broadly based business-to-business Electronic Commerce (E-Commerce) network serving the Ipswich business community. The project would connect business cluster groups under an internet-based E-Commerce network. These clusters would then be able to engage in E-Commerce practices including on-line transactions, the aim being to increase economic growth in the region leading, ultimately, to more employment opportunities.

Patient Centred Data Using Smart Cards
The Patient Centred Data Using Smart Cards project provides a portable and secure method for sharing of patient health data amongst health care providers. Patient data is stored both on the smart card and a central database accessible via the Internet. The project is a "proof of concept" for a range of smart card based health initiatives.

Commercial Road Transport Industry Web Portal
The introduction of a web portal for the Commercial Road Transport Industry (CRTI), which will act as a starting point for all net inquiries on the industry, will be a highly beneficial service for all involved in the industry and also those behind its development. Web portals are becoming increasingly common for a number of different industries and information sources. A web portal acts as a 'gateway' to a particular industry or topic, that a net inquiry has been made into. It can offer many different features, including links, information databases, online sales etc, and offer many time and cost saving benefits to the user.

E-Safe - Medical Communications Project
E-Safe Communications is an amalgamation of the MediSafe secure email system and the E-Ref medical communications pilot. The project uses the secure communications technology trialed within the health sector on the Gold Coast with the E-Ref communications with the medical communications trial undertaken in regional Victoria. The project electronically links general practitioners and specialists to hospitals and community health services. It will demonstrate the efficiency of on-line communication to the traditionally paper-based health sector.

Global Secure Messaging Proof of Concept and Limited Trail
Global Secure Messaging Pty Ltd's development project, Global Secure Messaging, is a secure document exchange and forms content submission facility for use within closed user communities, based on Public Key Infrastructure (PKI) that will be provided by Baltimore Technology, including electronic payments and billing. It involves establishing a secure, supported electronic network and infrastructure for the delivery and receipt of sensitive communications, such as legal documents, court document lodgements, and confidential commercial documents incorporating electronic payments (e-payments). By the use of digital signatures, digital certificates and a rigorous hardware and software regime Global Secure Messaging provides: confidentiality; authentication; integrity; non-repudiation; and audit capabilities.
