Funding Concepts and Strategies Working Group

The June 1994 meeting of CMC recognised the need to investigate further opportunities and issues in relation to cultural industries raised by the report of the Funding Concepts and Strategies Working Group presented to CMC. The report outlined initiatives and options through its terms of reference which were to:

  1. investigate and evaluate funding and support mechanisms aimed at improving the financial viability of arts organisations, including: triennial funding, incentive funding, loans and investment funding, regulatory intervention and tendering and bidding;
  2. consider the most appropriation points of intervention by Government sectors; and
  3. investigate whether and how the arts industry, or sectors of it, might benefit from structural reform.

In 1994, the CMC agreed that the working group would meet again to identify and address issues of structural reform, micro-economic reform, and best practice. In particular:

  • opportunities for contributions to micro-economic reform be identified and developed;
  • options for reform of current funding mechanisms be considered and developed, covering:
  • funds for research and development to achieve innovation in the arts,
  • investment or 'earnback' programs; and
  • partnership arrangements/agreement on responsibilities across portfolios and between governments in supporting ongoing cultural activity and the development of arts practice generally.

That best practice models be developed for:

  • tendering processes,
  • multi-year funding, and
  • other industry development initiatives.

The working group report was finalised in December 1996.
