The three working groups supporting the National Broadband Strategy Implantation Group consist of
Measurement Working Group
The MWG is tasked with collecting data relating to broadband take-up and usage. The Group examines the progress of broadband and the impact of the Strategy by collating and sharing broadband reports that are relevant to the 11 National Broadband Strategy Key Performance Indicators. Chaired by DCITA, the Group commenced in early 2004 and is made up of State and Territory representatives and sector representatives who provide input to the Group's main body of work, the annual reporting against the KPIs. This reporting is published in Section 4 of the NBSIG Yearly Updates.
National Broadband Strategy Key Performance Indicators:
KPI 1: Increased broadband take-up
KPI 2: Increased broadband availability
KPI 3: Increased broadband competition
KPI 4: Reduced price of broadband services
KPI 5: Increased quality of broadband services
KPI 6: Increased range and use of broadband applications, content and services
KPI 7: Increased use of broadband in education and research
KPI 8: Increased use of broadband in health
KPI 9: Increased use of broadband to deliver government services
KPI 10: Increased use of broadband in business
KPI 11: Increased use of broadband in the community sector
Digital Content Working Group
The scope of the Working Group is to:
Identify the opportunities and mechanisms to stimulate the supply and effective use of high quality and relevant Australian digital content that will drive the demand for broadband services.
The Working Group examines three key sectors including:
- Cultural digital content – libraries, museums and beyond
- Government digital content – education, health and other services
- Industry and broadband content - producers, distributors and technology
Next Generation Networks Working Group
The Next Generation Networks Working Group operates as a forum for information exchange and discussion. The working group investigates the developing NGN technologies and markets and identify emerging policy issues, so as to assist the NBSIG in advising governments and improving coordination of the roll-out of infrastructure.
Specific tasks for the working group are:
- Sharing understandings about the evolution of services and market structures that may emerge in a NGN environment, including consideration of the multi service provider, multi platform environments associated with NGNs.
- Sharing experiences relating to the role of governments in facilitating the smooth functioning of the market and developing an environment that encourages investment and the delivery of competitive outcomes.
- Investigating the drivers and impediments for the rollout of NGNs and associated services in relation to issues such as interoperability, interconnectivity, security, privacy, quality of service, consumer/user education and barriers to market entry. Of particular interest are these issues in relation to jurisdictional sectors such as health and education.
- Investigating opportunities for the coordination of State, Territory and Australian Government activities to facilitate large scale infrastructure investment which may in turn assist in the proliferation of NGNs.
